The rails can thus be laid on an unstable ballast bench or on the track side, where their position does not guarantee the desired safety, because often the gauge of rail traffic is exceeded during the operations of gripping the laying of the rails. The invention aims to overcome this drawback. To achieve this goal, the system according to the invention is characterized in that the arrangement for gripping and transporting the rails is adapted to allow laying of the rails on the heads of the sleepers of the railway track on which the movement is being carried the transport wagon. According to an advantageous characteristic of the invention, the is characterized in that each bracket 5 comprises a mast 15 mounted vertically on the wagon 1 and in that the arrangement for loading and unloading 11 of the rails comprises a device for carriages 17, 19 movable on the mast, vertically and horizontally, between a position for gripping a rail 3 and a position for installing the rail on the aforementioned crosshead heads 13. According to yet another characteristic of the invention, the system is characterized in that the horizontally movable carriage 19 is movable on a horizontal beam 21 which is mounted on the vertically mobile carriage 17 and extends perpendicular to the axis longitudinal of the wagon. According to yet another characteristic of the invention, the system is characterized in that the loading and unloading arrangement 11 of rails comprises two carriages 19 which can be moved horizontally each on a beam 21. According to yet another characteristic of the invention, the system is characterized in that each horizontally movable carriage 19 carries a device 25 for gripping and laying rails. According to yet another characteristic of the invention the system is characterized in that a device 25 for gripping and laying rails comprises a rod 25 fixed vertically under the carriage and a connecting rod 28 which carries at its free end a rail gripper device 31, which is pivotally mounted in a vertical plane perpendicular to the longitudinal axis of the wagon between a position in alignment with the rod 27 and an inclined position for laying rails 3 on the crossheads 13, in which it is inclined towards the longitudinal axis of the wagon. According to yet another characteristic of the invention, the system is characterized in that, in its position for laying the rails 3 on the crossheads 13, the loading and unloading arrangement remains inside the template rail traffic. The invention will be better understood, and other objects, characteristics, details and advantages thereof will appear more clearly in the explanatory description which follows, made with reference to the appended drawings given solely by way of example illustrating a embodiment of the invention and in which: - Figure 1 is a perspective view of a system for loading and unloading rails of a railway track, according to the invention; - Figure 2 is an enlarged view of the detail indicated in II in Figure 1; FIGS. 3 to 5 are views towards the axis of the transport wagon, of the system according to the invention, and illustrate three different phases of the operation of the system, and FIG. 6 is a view on a larger scale of part VI of FIG. 4. The invention will be described below, by way of nonlimiting example, in its version illustrated in Figure 1. In this example, the system for transporting, loading and unloading rails of a railway track has only one car, but could have more. As can be seen in the figure, the wagon marked 1 for transporting rails 3 arranged on the deck of the wagon being oriented parallel to the longitudinal axis of the wagon, comprises two brackets 5 for loading and unloading the rails 3. The track railway on which the wagon 1 runs carries the reference 7 and comprises rails 8 resting on crosspieces 9. Each bracket is equipped with an arrangement 11 for transporting the rails 3 between their storage position on the wagon 1 and a laying position either on the right side or on the left side of the rail track 7, more precisely on the ends 13 of track 7. As shown more clearly in FIG. 2, a bracket 5 comprises a mast 15 mounted vertically on the decking of the wagon and the arrangement for loading and unloading the rails 11 comprises a carriage 17 which is mounted on the mast 15, axially movable thereon, between a low position for gripping the rails and a high position for transporting the rails perpendicular to the axis of the wagon, and two carriages 19 which are capable of moving horizontally, one to the left and the other to the right of the wagon, to carry out the above-mentioned horizontal routing of the rails. To this end, each rail is slidably mounted on a beam 21 which is mounted on the vertical carriage 17 and extends horizontally and perpendicular to the longitudinal axis of the wagon. The movement of the carriages along their beam 21 is carried out using a hydraulic cylinder whose body is designated by the reference 23 and which extends parallel to the beam by being fixed on the latter. Each carriage carries a device 25 for gripping and laying rails. In its embodiment shown and given solely by way of nonlimiting example, this device 25 shown on a larger scale in FIG. 6 comprises a rod 27 which is fixedly mounted on the carriage 19 so as to extend vertically towards the bottom, and a connecting rod 29 which extends in the axis of the arm 27, but the upper end of which is pivotally mounted about an axis 29 on the lower end of the rod 27, while its lower end carries a rail gripper device, noted 31. The connecting rod 28 is capable of pivoting in a vertical plane perpendicular to the longitudinal axis of the wagon, its pivot axis 29 being oriented parallel to this axis. The device for controlling the pivoting of the connecting rod 28, noted 33, comprises a cable 35, one end of which is fixed at 36 to the carriage 19 and which passes around a first pulley 37 mounted on the carriage and a second pulley of return 38 at the lower end of the rod 27 at the lower end of the connecting rod 28, more precisely at the free end to which it is fixed at 39, of an arm 40 secured at its other end to the connecting rod and oriented obliquely to the axis of the latter. The pivoting of the connecting rod around the axis 29, in the direction of the longitudinal axis of the wagon is obtained by the fact that the pulley 37 associated with the carriage 19 is mounted on the end of the piston rod of a hydraulic cylinder 41 which is mounted vertically on the carriage 19. More precisely, it is the horizontal axis 43 of the pulley which is fixed to the piston rod. Of course, the pivot device of the connecting rod 28 can be produced in any other known suitable manner, for example using a hydraulic cylinder mounted between the rod 27 and the connecting rod 28. As explained above, the carriages 19 which are horizontally movable are mounted on the carriage 17 which slides on the mast 15 of the bracket, via the horizontal beams 21. This sliding of the carriage 17 is obtained by a device 45 which is formed by two connecting rods 46 and 47, which are articulated to one another by one of their ends, at 48, while the lower end of the connecting rod 46 is articulated to a plate support of the mast 15, at 49, and the free end of the connecting rod 47 is articulated at 50 to a yoke 51 secured to the carriage 17. To obtain the sliding of the carriage 17, a hydraulic cylinder 52 is used which is mounted between the two connecting rods 46 and 47, so as to cause the connecting rods device 45 to be folded or deployed. To lower the carriage, the jack 52 makes the two connecting rods pivot towards one another. For a sliding of the carriage 17 upwards on the mast 15, the jack causes the deployment of the connecting rod device. The operation of the system which has just been described is described below, with particular reference to FIGS. 3 to 5. Figure 3 shows the system at the start of an unloading process from the rails 3. It can be seen that the clamp device 31 of each horizontal carriage 19 has just gripped a rail 3. The vertical carriage 17 is located at the top of the mast 15 of the gallows. Each horizontal carriage 19 is still in its position for gripping the rail, close to the mast. Figure 4 shows the carriages 19 in their positions at the free ends of their beams 21, after having moved along it. The vertical carriage is always in its high position. It can be seen that the carriages 19, with their devices 25 for gripping and fitting the rails, are always inside the rail traffic gauge indicated by the line 55. In this position the rails 3 gripped by the clamp devices 31 are lowered by passing it near the side edges of the wagon, but always inside the template, by sliding the carriage 17 downwards, along its mast 15, by folding the connecting rod device 45 using their actuating cylinder 52. When the rails are located below the platform of the wagon, near their installation position, the actuator 41 of the carriages 19 is actuated so that they cause an upward movement of the pulleys 37, of a slight distance, so as to cause the connecting rods 28 to pivot, via the cables 35 in the direction of the axis of the wagon, that is to say in the direction of the arrow F, as shown in FIG. 5.
